To just get a small moon that would work for the purposes of Saix's powers, it would be 1,500 shards. However, it would be localized only to the Bastion and only some areas of the Skyway, and because there's no real orbiting cycles, it would be a full moon 24/7 and would be visible all the time. If you want a moon that has an orbiting path and changes phases (so Saix isn't berzerker all the time), it would be 2,000 shards. Also, with an orbiting path, it would reach more places on the Skyway at different times of the day/month/however you want to set that up.
As a bonus, you could decide what shape the moon is. We're already messing with the laws of nature here, so let's be indulgent.
