2) It just won't do it. The process is "use data entry pad to tell the monument what you want to make" -> "put enough shards into the monument" -> "thing is made". If there's not enough shards, then the monument won't make whatever is requested. If it is something we have vetoed, then the Bastion itself will outright refuse to make it.
